$410K in Fines Issued to Defunct North York School and Director Over Unpaid Wages

A shuttered North York private school and its director have been hit with $410,000 in fines after failing to pay 14 employees nearly $185,000 in owed wages.

According to the Ontario Ministry of Labour, Ontario International College Inc., formerly operating at 3550 Victoria Park Avenue, repeatedly ignored official orders to compensate staff. Despite directives issued in both 2019 and 2020, the school neither paid the outstanding wages nor sought a legal review.

The Ministry then extended responsibility to the school’s director, Anchuan Jiang, who was held personally accountable. The matter was brought before the court, where the college was fined $270,000 and Jiang an additional $140,000.

The penalties also include a 25% victim fine surcharge, which contributes to a provincial fund supporting victims of crime.

An online listing confirms the school is permanently closed, and its contact number is no longer in service.

The case highlights Ontario’s tough stance on labour violations and serves as a reminder: businesses—and their leaders—remain liable for wage theft, even after the doors close.
