India-Canada Relations Hit Historic Low Amid Diplomatic Fallout Over Sikh Leader’s Assassination

India and Canada have plunged into one of their most severe diplomatic crises following the assassination of Hardeep Singh Nijjar, a Canada-based Sikh leader, on Canadian soil. The fallout has led to the expulsion of each country’s top diplomats, marking an unprecedented low in the historically cordial relationship.

The situation worsened after Canadian Prime Minister Justin Trudeau claimed that Canadian police were investigating allegations of Indian agents’ involvement in Nijjar’s murder, which occurred in June 2023. Nijjar, who was a vocal supporter of the pro-Khalistan movement advocating for a separate Sikh homeland, was labeled a terrorist by India.

The diplomatic standoff reflects deep-rooted tensions over Sikh separatism, which has long been a thorn in the side of India-Canada relations. India accuses Canada of being a haven for pro-Khalistan supporters, criticizing Ottawa for failing to curb these groups. With over 770,000 Sikhs living in Canada, many of whom are politically active, the Khalistan issue has resurfaced, further straining ties between the two nations.

Experts, including Michael Kugelman of the Wilson Center, argue that this level of public confrontation is uncharted territory for both countries. “This relationship has been deteriorating for years, but this is a new low,” Kugelman said, pointing to the serious allegations, ambassador withdrawals, and hostile diplomatic exchanges.

Analysts like Ryan Touhey, author of Conflicting Visions, Canada and India in the Cold War World, highlight how the two nations once moved past nuclear and Khalistan-related grievances, particularly during former Prime Minister Stephen Harper’s tenure. But with the Trudeau administration, tensions have reignited, overshadowing trade and educational partnerships that were previously prioritized.

Canada’s allegations come as Trudeau faces domestic political challenges, including declining popularity and looming elections. Meanwhile, India, under the leadership of Prime Minister Narendra Modi, has taken a strong stance against any perceived threats to its sovereignty, intensifying its rhetoric against Canada.

Despite the current standoff, there remains hope for the broader relationship, with a long history of people-to-people connections, trade, and education. However, experts suggest that, at least in the near term, there is little room for reconciliation at the diplomatic level, leaving relations in a precarious state.

For now, this diplomatic crisis marks a significant setback for both nations, with Canada accusing India of harboring terrorists, and India pushing back with equally fierce rhetoric. As Mr. Kugelman aptly notes, “The language being used against Canada is stronger than even what India has leveled against Pakistan, and that speaks volumes about the severity of the situation.”
