The City of Brampton commends the Ontario government’s recent announcement of new legislation and funding aimed at addressing the pressing issues of homelessness, addiction, and encampments across the province.
The proposed Safer Municipalities Act, 2024, coupled with $75.5 million in funding, introduces stronger enforcement tools under the Trespass to Property Act, prohibits public consumption of illegal substances, and accelerates efforts to expand shelter capacity, provide alternative accommodations, and advance affordable housing projects.
Brampton has been at the forefront of addressing encampments through a balanced and collaborative approach with the Region of Peel, Peel Regional Police, and community partners. The City has implemented several key initiatives:
- Encampment Policy Framework and Joint Protocols: In collaboration with Peel Region, a unified response plan for encampments is set to launch in 2025, ensuring a coordinated and effective approach.
- Brampton Encampment Response Group: Established in May 2024, this multi-agency team conducts weekly reviews and takes coordinated actions to address encampment-related hazards and needs.
- Site Cleanup and Restoration: The City has organized large-scale cleanup events to remove litter, hazardous materials, and debris, restoring public spaces to ensure they remain safe and accessible.
- Enhanced Security Measures: Continuous monitoring and enforcement help deter encampments in high-risk areas.
- Proactive Communication: Regular updates to residents, businesses, and stakeholders provide transparency and address community concerns.
Advocating for Comprehensive Solutions
Brampton is also advocating for a Peel Region pilot program to explore involuntary treatment as a last resort for individuals facing severe mental health and addiction challenges, inspired by successful models in British Columbia. The proposed intervention model emphasizes compassion, aiming to balance public safety with long-term rehabilitation and reintegration support.
A Collaborative Commitment
The City of Brampton is dedicated to working with all levels of government to address the intertwined challenges of homelessness, addiction, and public safety. These efforts underscore Brampton’s commitment to creating safer and more inclusive communities.
Quotes
Patrick Brown, Mayor, City of Brampton
“The introduction of new tools and funding by the province is a crucial step forward, but we need to go further. The rising number of mental health calls and opioid-related deaths demands compassionate intervention, including involuntary treatment as a last resort for individuals unable to seek care. Brampton remains committed to working with the province and Peel Region to save lives, restore public spaces, and support those in crisis.”
Rowena Santos, Regional Councillor, Wards 1 & 5; Chair, Community Services, City of Brampton
“Brampton’s Encampment Protocol reflects our commitment to compassionate care paired with public safety. This includes ensuring that individuals in encampments have access to resources and support while respecting the rights of all residents to safe and clean public spaces. We must also address the root causes of homelessness and addiction to ensure lasting recovery.”
