Caledon Integrity Commissioner to File Police Complaint Over ‘Criminal Extortion’ Allegations Against Councillor

Caledon— Caledon’s Integrity Commissioner has announced plans to file a police complaint against Ward 2 Councillor Dave Sheen, alleging “criminal extortion” and threatening conduct over two integrity rulings involving the town’s mayor.

The allegations stem from an email sent by Integrity Commissioner David Boghosian, which was added to Tuesday’s Caledon council meeting agenda and later obtained by INsauga.com.

Boghosian stated that he intends to file a formal complaint with Peel Regional Police, claiming Sheen attempted to pressure him to alter or retract findings in two recent reports. (Editor’s Note: Caledon is under the jurisdiction of the Ontario Provincial Police, not Peel Regional Police.)

According to the documents, Sheen had filed two complaints against Mayor Annette Groves, both of which Boghosian determined to be “retaliatory and politically motivated.”

The first complaint involved Groves’ remarks in a Caledon Enterprise article, in which she criticized staff for “bundling” a proposed site alteration bylaw with unrelated items. The second concerned the 2026 budget process, where Sheen accused the mayor of misleading statements about directing staff to prepare the budget for early approval under Ontario’s Strong Mayors framework.

In both cases, Boghosian concluded that Groves had committed minor infractions and imposed no penalties.

Following the rulings, the commissioner alleges that Sheen demanded “corrective action” — including the removal of phrases like ‘retaliatory’ and ‘weaponizing the process’ from the reports — and later threatened to file professional misconduct complaints against Boghosian with the Law Society of Ontario and the Ontario Ombudsman.

In his October 28 email, Boghosian told Sheen he viewed those actions as threatening and would therefore refer the matter to police. “I will be advising Council… that I will be filing a formal complaint with Peel Regional Police regarding your threatening conduct,” the email reads.

Councillor Sheen responded that advising of his intent to pursue “legitimate regulatory complaints” does not constitute a criminal act, calling it “standard legal practice and my absolute right.”

Reached for comment, Sheen said that “the full documentation already available in the public record speaks for itself” and declined further comment, citing the ongoing proceedings with the Law Society and Ombudsman.

The full correspondence between Boghosian and Sheen is available on the Caledon Town Council website. Council was set to meet Tuesday evening at 6 p.m. to address the issue.
