Brampton’s Residential Rental Program: A Success in Protecting Renter Safety: “The RRL Program is more than a policy—it’s a promise to our community” Says Rowena Santos

The City of Brampton is excited to share updates on the ongoing success of its Residential Rental Licensing (RRL) Pilot Program. This initiative is making significant strides toward ensuring safer, healthier living environments for renters in Brampton.

The program, which requires landlords with one to four rental units in Wards 1, 3, 4, 5, and 7 to obtain a licence for each property, is designed to enhance the quality of life for residents while safeguarding their well-being.

Mayor Patrick Brown emphasized the importance of this program, stating, “Ensuring safety in our communities is non-negotiable. The RRL Pilot Program enforces critical by-laws and regulations, and its success is helping create safe, well-maintained housing for all residents.”

Regional Councillor Rowena Santos, RRL Task Force Member, added, “The RRL Program is more than a policy—it’s a promise to our community. It’s already positively impacted many lives, and we’re building a Brampton where everyone can feel safe and at home.”

Echoing these sentiments, Robert Higgs, Director of Enforcement and By-law Services, remarked, “This program has made a real difference in improving the quality of life for many Brampton residents by enforcing safety standards and working closely with the community.”

Key Accomplishments of the RRL Pilot Program

Brampton’s Enforcement and By-law Services team, in partnership with Brampton Fire and Emergency Services, has proactively enforced Property Standards By-laws and Fire and Building Codes by conducting intelligence-driven inspections and targeted blitzes.

As of September 16, 2024, the program has achieved the following milestones:

  • Issued over 2,200 Residential Rental Licenses.
  • Conducted more than 4,700 inspections covering rental licensing, additional residential units, parking, and property standards.
  • Issued 611 administrative penalties, totaling more than $83,500 in fines.

A Commitment to Safer Rental Homes

Before the RRL Pilot Program, rental properties with four or fewer units were not subject to the same regulatory standards as larger apartment buildings. With this program now in place, landlords must comply with Property Standards By-laws and Fire and Building Codes, ensuring safer rental spaces.

The RRL initiative highlights the importance of legal rental units in supporting the safety and well-being of Brampton residents. Properly functioning smoke and carbon monoxide alarms, ventilation systems, and electrical setups significantly reduce the risk of fires, accidents, and other hazards.

Both landlords and tenants are essential to this effort. By obtaining rental licenses and adhering to local by-laws, landlords help create safer communities. The City continues to investigate complaints about illegal rental units and will issue fines as necessary.

A dedicated Task Force, including City Council representatives Rowena Santos, Dennis Keenan, and Rod Power, is guiding the program to ensure it meets its goal of protecting Brampton residents.

Looking Ahead

A detailed report on the program’s progress and next steps will be presented at the Brampton Committee of Council meeting on September 18, 2024. In 2025, as more properties obtain licenses, the focus will shift to regular inspections of licensed properties to ensure ongoing compliance with the Landlord Code of Conduct and maintenance standards.

The City is currently offering a 50% discount on the registration fee for landlords who apply by September 30, 2024, reducing the fee from $300 to $150. After October 1, 2024, the full registration fee of $300 will apply.
