East Toronto School in Turmoil as Principal, Vice-Principal and Two Teachers Exit Within a Week

An east end Toronto elementary school is facing mounting scrutiny after its principal, vice-principal and two longtime teachers all left Bowmore Road Junior and Senior Public School within the span of a single week, triggering alarm among parents who describe the situation as a school “in crisis.”

Parents say the sudden departures followed a heated parent council meeting earlier this month, where concerns were raised about rising incidents of violence, bullying and safety inside the school. Bowmore Road Public School falls under the Toronto District School Board, which has so far declined to explain the staffing changes in detail.

Families allege that incidents involving student violence, threats, vandalism and bullying have increased, while communication and action from school leadership and the board have fallen short. Within days of the meeting, parents were notified that principal Konstantinos Flegas would no longer be at the school, followed by the dismissal of two teachers and the removal of vice-principal Jacqueline Neveu.

The teachers’ union has filed grievances, calling the terminations unjust, while parents remain divided over whether the principal was removed as accountability—or made a scapegoat for deeper systemic problems.

Although the board says all reported incidents are taken seriously and will be reviewed through audits, parents continue to demand transparency, additional resources and concrete steps to restore safety and stability at a school many once viewed as a model community institution.
