Brampton Eliminates Fees to Boost Participation in Rental Licensing Program

Brampton has eliminated the $300 annual fee for its Residential Rental Licensing (RRL) Pilot Program to encourage greater participation among landlords. The program, launched in January 2024, aims to ensure rental properties with four or fewer units in Wards 1, 3, 4, 5, and 7 meet safety and property standards. Mayor Patrick Brown emphasized that the initiative seeks to prevent unsafe living conditions and overcrowding, noting instances where numerous tenants occupy a single basement apartment. In addition to waiving the licensing fee, the city is offering free smoke alarms to participating landlords. Property owners who fail to register may face fines up to $1,200.

The RRL Pilot Program was initially paused in January 2024 due to concerns from landlords about documentation requirements and associated costs. Following consultations, the city relaunched the program in March 2024 with streamlined processes and extended the fee waiver period to June 30, 2024. These adjustments aimed to balance tenant safety with landlord cooperation.

As of September 2024, the program has registered over 2,200 landlords, conducted more than 4,700 inspections, issued over 600 penalty notices, and brought 46 illegal units up to code. The city is considering expanding the program citywide based on its outcomes.
