Brampton Mayor Raises Concerns Over ‘Combatting Hate Act’ and Religious Freedom

Patrick Brown is voicing concern over federal legislation aimed at tackling hate, warning parts of the proposed law could infringe on religious freedom and freedom of expression.

The bill, known as the Bill C-9, has passed third reading in Parliament and is set to become law, introducing tougher measures against hate speech, symbols, and interference at places of worship.

Brampton council had earlier sent a formal objection to Ottawa, highlighting concerns over the removal of the “good-faith religious expression” exemption from the Criminal Code — a provision that previously protected certain religious discourse.

While supporting efforts to combat hate, Brown cautioned that eliminating the exemption could create unintended consequences for individuals referencing religious texts, urging the government to ensure the law remains balanced and aligned with the Charter of Rights and Freedoms.

The legislation has sparked debate nationwide, with some organizations backing stronger protections against hate, while others warn it may go too far in limiting lawful expression.
