Toronto Man Charged With Inciting Hatred, Uttering Threats Against Muslim Community

A 35-year-old Toronto man has been charged in connection with alleged hate-motivated threats targeting members of the Muslim community, Toronto police say.

The Toronto Police Service (TPS) alleges that between Oct. 13 and Nov. 28, 2025, threatening messages were posted on social media aimed at the Muslim community. The investigation was led by the service’s Hate Crime Unit.

On Dec. 18, police arrested Andrew Howes of Toronto and charged him with public incitement of hatred and seven counts of uttering threats. He was scheduled to appear in court the same day at the Toronto Regional Bail Centre.

TPS noted that offences such as the wilful promotion of hatred and advocating genocide fall under hate propaganda laws and require the consent of the Attorney General before charges can be laid.
