Organized Retail Theft Surges in Brampton and Mississauga as Police Lay 545 Charges

Major retail stores including Walmart, Nike, Winners and the LCBO have become prime targets for organized retail theft operations in Mississauga and Brampton, according to Peel Regional Police.

Police announced the results of “Project Filcher,” a major intelligence-led investigation conducted between February and April targeting organized retail crime across Peel Region. Investigators say more than 350 theft incidents during that period resulted in over $250,000 worth of stolen merchandise.

As part of the operation, police arrested 65 individuals and laid 545 criminal charges, with additional arrests and charges still anticipated as the investigation continues.

Authorities say many of the thefts are linked to organized criminal networks that resell stolen merchandise through discount outlets, smaller retail stores, flea markets, online platforms such as Facebook Marketplace, and in some cases export the products overseas.

Investigators also revealed that criminal organizations often exploit vulnerable individuals, including drug users or people owing money, by pressuring them into committing thefts on behalf of organized groups.

Marc Andrews said organized retail crime has become a growing public safety concern and stressed that such crimes are far from victimless. He noted that large-scale thefts increase business costs, affect livelihoods, and ultimately drive up prices for consumers.

Police statistics released during the investigation show a dramatic increase in retail theft activity across Peel Region. Retail theft charges laid between January and March rose from 522 in 2024 to 1,300 in 2026, representing an increase of nearly 150 per cent. Arrests related to retail theft climbed from 223 in 2024 to 752 in 2026, an increase of more than 230 per cent.

Peel Regional Police say Project Filcher remains ongoing as investigators continue targeting repeat offenders and organized crime groups involved in retail theft operations throughout Brampton and Mississauga.
