Ontario Powers Up: New Energy Plan Aims to Build Canada’s Clean Energy Superpower


Ontario is making a bold push to become a clean energy superpower with the unveiling of its long-term energy strategy, Energy for Generations. The comprehensive plan, announced Thursday, is the most ambitious in the province’s history and will position Ontario at the forefront of North America’s clean energy movement.

Premier Doug Ford’s government, through Energy Minister Stephen Lecce, revealed a sweeping vision that includes the largest nuclear expansion on the continent. The strategy combines electricity, natural gas, hydrogen, nuclear, and renewables into one integrated roadmap meant to meet surging energy demands, support population growth, and power an increasingly competitive economy.

Minister Lecce invoked the province’s energy legacy, comparing today’s responsibilities to those taken on by past generations who built Ontario’s hydro dams and nuclear fleet. With electricity demand expected to soar by 75 percent over the next 25 years—equivalent to adding four and a half Torontos to the grid—Lecce stressed the urgency of investing in infrastructure that is “affordable, clean, and always reliable.”

The plan is rooted in four pillars that aim to keep energy costs low, enhance self-reliance, ensure consistent delivery, and reduce emissions. These principles, Lecce argued, will help build a future-ready Ontario powered by “Made-In-Ontario” solutions that benefit Canadians today and for decades to come.

Supporting this plan is a growing coalition of industry leaders. Ivette Vera-Perez of the Organization of Canadian Nuclear Industries praised the vision as a strong endorsement of nuclear expansion, referencing projects at Ontario Power Generation (OPG) and Bruce Power—including the cutting-edge SMR development at Darlington. OPG CEO Nicolle Butcher called it a “blueprint” that gives Ontario the chance to lead globally in both small and large-scale nuclear energy, especially as it pairs with hydroelectric and other low-carbon technologies.

The government’s ambitions extend beyond domestic energy supply. Ontario plans to become a major exporter of clean electricity, nuclear innovation, and engineering expertise, marketing itself globally as a clean-tech leader. The plan outlines steps to boost east-west grid connections, unlock distributed energy resources like rooftop solar and smart batteries, and end fragmented planning in favor of coordinated growth.

The province also introduced its first Natural Gas Policy Statement, reaffirming support for diverse fuel sources while pushing energy storage, pipeline infrastructure, and smarter grid systems. Key goals include achieving more than 99% zero-emission electricity by 2050, safeguarding energy access for rural and industrial areas, and reducing dependence on diesel in remote communities.

Economic Development Minister Vic Fedeli emphasized the role this energy transformation will play in supporting advanced manufacturing, innovation, and global competitiveness. According to Fedeli, the integrated approach will foster investor confidence, ensure energy reliability, and secure high-quality jobs across Ontario.

In the lead-up to the plan’s release, over 130 public and stakeholder submissions—including many from Indigenous communities—shaped the policy framework. The government responded by tripling its Indigenous Opportunities Financing Program loan guarantees to $3 billion and increasing annual support to the Indigenous Energy Support Program by $10 million. These steps aim to empower Indigenous communities with equity partnerships and the means to lead clean energy development in the north.

Indigenous Affairs Minister Greg Rickford hailed the plan as a “generational opportunity” to promote energy sovereignty, help communities transition off diesel, and support First Nations as full participants in Ontario’s energy future.

With Energy for Generations, Ontario has positioned itself not just as a regional leader but as a nation-building force in the global shift to clean energy. It is a promise to future generations—and a bet that bold energy leadership today will fuel prosperity for decades to come.
