A recent change to Canadian citizenship rules is reportedly creating strong new interest from Americans claiming family ties to Canada, with the United States producing the largest share of early applications.

The increase follows implementation of Bill C-3, which expands access to citizenship by descent for some people born outside Canada to Canadian parents who were also born abroad.

What Changed?

Under the updated law, a person may now qualify if:

  • Their parent was also born outside Canada, and
  • That parent lived in Canada for at least three years before the applicant’s birth or adoption.

This change restores eligibility for many families who previously could not pass citizenship to later generations born abroad.

Why Americans Are Applying

The United States has deep family, business and migration ties with Canada. Many Americans have Canadian parents or grandparents, especially in border states and families with long cross-border histories.

Reports say:

  • More than 12,000 citizenship-by-descent applications were submitted shortly after the rule change.
  • U.S. applicants made up the largest portion.
  • Nearly 2,500 U.S. applications were filed in January alone.

Canadian citizenship can offer:

Officials reportedly say they do not yet expect a permanent spike, but the early response shows significant pent-up demand from families who were previously excluded.
