Mississauga Car Rental Scheme: Agency Accused of Renting Stolen Cars and Orchestrating Thefts

Peel Regional Police have dismantled a fraudulent operation at a Mississauga car rental agency, culminating in the arrest of its owners and the recovery of 22 stolen vehicles worth approximately $1.6 million. The investigation unfolded over the course of 2023.

Authorities described a complex scheme where the agency’s owners, Tamer El Gamal, 46, and Mohamed El Gamal, 38, allegedly engaged in renting out vehicles with altered Vehicle Identification Numbers (VINs). These cars, which were part of the rental fleet, were registered under fictitious companies and entities.

The plot thickened as these rented vehicles were reportedly stolen again, often directly from the renters’ driveways. This orchestrated theft led to insurance claims paid to the rental agency, benefitting the schemers financially. The stolen vehicles were then recycled back into the rental fleet, with their identities repeatedly changed.

The vehicles were later discovered to have undergone multiple re-registrations and re-VINing processes by the rental company itself. The El Gamal brothers now face multiple charges including possession of property obtained by crime, fraud over $5,000, and tampering with vehicle identification numbers.
