Mississauga Accelerates Affordable Housing Efforts with Mayor’s Task Force

Task Force Proposes 30 Actions to Tackle Housing Crisis

Mississauga is taking bold steps to address its affordable housing crisis, with city officials and developers optimistic about faster progress following the efforts of the Mayor’s Housing Task Force.

Convened by Mayor Carolyn Parrish shortly after she took office last June, the task force includes more than 30 members from city government, developers, and builders. On Wednesday, the group presented a comprehensive report with 30 actionable recommendations aimed at expediting affordable housing development in Canada’s seventh-largest city.

The report outlines 14 actions the city is already implementing, including:

  • Expanding housing supply: Adding permissions for an additional 124,000 units.
  • Reducing costs: Reforming development charges, taxes, and fees.
  • Streamlining processes: Updating building standards and improving zoning regulations to unlock more housing opportunities.

“As the housing crisis worsens, this report challenges all levels of government—including Mississauga—to think and act differently,” said city officials in a release.

Mayor Parrish emphasized the urgency of the situation:
Young people cannot continue being forced out of our city because they can’t afford a home. Now is the time for new solutions.

The mayor plans to bring forward a motion next week to expedite several recommendations from the report.

The report proposes solutions in four strategic areas:

  1. Reforming development charges, taxes, and fees: Introducing 14 actions to balance demand and incentivize affordable housing.
  2. Updating building and design standards: Implementing seven actions to streamline processes and lower construction costs.
  3. Transforming zoning: Recommending five actions to unlock more housing opportunities and streamline applications.
  4. Creating sustainable programs and funding: Suggesting four actions to develop long-term financial support for affordable housing.

The task force engaged with provincial and federal ministries to align strategies and remove barriers.

Salvatore Cavarretta, vice-president of development for TMG Builders and task force member, praised the collaborative approach:
This report provides a blueprint of tangible action items that, when implemented, can pave the way for the delivery of much-needed housing within our community.

Mississauga is grappling with a staggering 95% drop in new high-rise sales regionally last year. Addressing this decline has been a key priority for the city, with developers and officials working together to “get shovels in the ground” as quickly as possible.

With a clear plan and strong collaboration between the city and industry stakeholders, Mississauga aims to position itself as a leader in affordable housing solutions.
