The Canadian Dental Care Plan (CDCP) has officially expanded to include all age groups as of May 29, 2025, marking a major milestone in the federal government’s effort to make oral health care more accessible and affordable for uninsured Canadians.
Originally launched in 2023 in staggered phases starting with seniors and children, the program now allows any eligible Canadian resident to apply, regardless of age. To qualify, applicants must have no access to private dental insurance, an adjusted family net income under $90,000, be a Canadian resident for tax purposes, and have filed their 2023 tax return.
Over four million Canadians have already been approved under the plan, and more than two million have accessed care. With a growing network of over 25,000 participating oral health professionals, including dentists, hygienists, denturists, and dental specialists, the CDCP is rapidly becoming one of the most significant public health initiatives in recent Canadian history.
Covered services include routine dental care such as cleanings, exams, X-rays, fillings, extractions, and oral surgeries, as well as dentures and sedation or anesthesia services. Orthodontic coverage is expected to roll out later in 2025.
The level of coverage is based on income. Households with incomes below $70,000 are eligible for 100% coverage, while those earning between $70,000 and $89,999 receive partial coverage, with co-pays ranging from 40% to 60%. However, any fees above CDCP’s set rates must be paid out-of-pocket, and applicants are encouraged to confirm treatment costs in advance with their providers.
Importantly, individuals already receiving support through other public dental programs can still apply to the CDCP, which will coordinate benefits accordingly.
For the 2025–2026 coverage renewal, enrolled members must file their 2024 tax return and provide a Notice of Assessment along with their CDCP client number. Renewal instructions will be sent via Service Canada.
With this expansion, the Canadian Dental Care Plan takes a significant step toward eliminating income-based barriers to oral health, advancing the government’s commitment to equity in health care access for all Canadians.
