Ontario Provincial Police have announced a $50,000 reward in hopes of solving the decades-old murder of William “Billy” Neil, a 56-year-old man whose death has remained unsolved since 1992. Neil’s body was discovered inside his vehicle on Cutler Road, about 35 kilometres north of Kingston, on February 14, 1992. He had been fatally shot, and a firearm was recovered nearby. His death was ruled a homicide.
Police said Neil left his scrapyard and repair business in Odessa abruptly after receiving a phone call from an unknown individual. He was described as visibly upset when he departed, and while several hours of his movements remain unaccounted for, investigators traced stops he made in Kingston before he was killed outside Yarker.
Despite hundreds of interviews and numerous public appeals over three decades, the case remains unsolved. Investigators believe members of the public may hold key information that could finally bring justice in the case. The Government of Ontario is offering a $50,000 reward for information leading to the arrest and conviction of those responsible.
