Modi and Carney Seek Stronger Trade and Security Ties as Relations Improve

NEW DELHI — Indian Prime Minister Narendra Modi and Canadian Prime Minister Mark Carney have agreed to turn improving bilateral relations into practical cooperation across trade, energy, technology and security.

Following their telephone conversation on Tuesday, Modi described the discussion as constructive and friendly. In a social media post, he said both countries would build on recent progress in their strategic partnership, including strengthening connections between their people.

The call followed a visit to India by David Morrison, Carney’s senior diplomatic and international affairs adviser, from October 5 to 7.

Morrison met Indian National Security Adviser Ajit Doval in New Delhi on October 6 to review security cooperation and discuss joint efforts against terrorism and cross-border crime.

According to India’s Ministry of External Affairs, the discussions covered organized crime, violent extremism, human and drug trafficking, cybercrime, extortion and the extradition of criminal offenders. Both sides also explored establishing structured discussions on cybersecurity and economic security.

The officials reviewed implementation of a joint Security Work Plan agreed upon in February 2026. Their meeting continued a national security dialogue that included earlier talks in New Delhi in September 2025 and Ottawa in February this year.

Doval and Morrison also welcomed efforts to advance negotiations toward a Comprehensive Economic Partnership Agreement and discussed opportunities to develop defence cooperation.

The renewed engagement follows a period of serious diplomatic tension. Relations deteriorated in 2023 after then-prime minister Justin Trudeau alleged a possible link between Indian government agents and the killing of Sikh separatist Hardeep Singh Nijjar in British Columbia. India rejected the allegation.

The dispute escalated in October 2024, with both countries removing senior diplomats amid disagreements over the investigation.

Efforts to rebuild relations gathered momentum after Carney’s election victory in April 2025. Both countries have since appointed high commissioners to their respective capitals, while Carney’s visit to India in March further strengthened diplomatic engagement.

The latest conversation signals the two governments’ intention to continue that rapprochement and pursue concrete results in areas of shared interest.
