Brampton, July 23: The City of Brampton has approved a series of by-law amendments aimed at reducing administrative barriers for businesses, strengthening regulatory compliance and improving community safety through updated rules governing election signs, business licensing and driving instruction.
The changes, announced on Thursday, are intended to modernize several municipal programs while making it easier for businesses to operate within a clear and consistent regulatory framework.
Updated Election Sign By-law
Among the most significant changes are amendments to Brampton’s Election Sign By-law, designed to improve road safety, reduce visual clutter and ensure election signs are displayed consistently during municipal, provincial and federal election campaigns.
Under the revised rules, each registered residential unit on private property—including Additional Residential Units (ARUs)—will be permitted to display one election sign for each candidate or registered third-party advertiser, in accordance with Ontario’s Municipal Elections Act.
For the first time, the by-law also introduces specific regulations for election signs displayed on vehicles.
Vehicles carrying election signs must comply with municipal requirements regarding sign size and placement. Election signs must not obstruct a driver’s visibility, interfere with emergency access, create safety hazards or include illuminated, animated or digital displays.
Existing restrictions remain in effect for election signs placed elsewhere, including the prohibition of signs on public property or in locations that obstruct visibility or compromise public safety.
Business Licensing Changes
The City has also amended its Stationary Business Licensing By-law and Administrative Penalties By-law to improve consistency across licensing programs and encourage greater compliance.
Under the new enforcement framework, businesses operating without the required municipal licence or failing to comply with an Order to Comply will face higher administrative penalties.
The revised penalty structure includes:
- $500 for a first offence.
- $750 for a second offence.
- $1,000 for each subsequent offence.
The amendments also simplify insurance requirements for licensed short-term rental operators by replacing the requirement for Commercial General Liability Insurance with General Liability Insurance, while maintaining the existing minimum coverage requirement of $2 million.
In addition, operators of licensed short-term rentals and residential rental properties will now have 15 days, instead of the previous 10-day requirement, to notify the City of any changes to their insurance coverage.
City officials say the amendments reduce unnecessary administrative burdens while maintaining appropriate consumer protection and public safety standards.
Permanent Driving Instruction Zones
Following the success of a pilot program, Brampton has also established a permanent Driving Instruction Zones Program.
The program allows driving instructors to conduct lessons in the parking lots of six designated community centres across the city.
To make the program more accessible, the City has removed previous instructor registration requirements and the advance booking process.
Driving instruction will now be permitted without restrictions on operating days or hours, with a maximum of five driving instructors allowed to operate simultaneously at each designated location.
The City noted that driving instruction will continue to be permitted only within the designated community centre parking lots, and updated signage will be installed at participating sites.

City officials say the package of amendments reflects Brampton’s ongoing efforts to balance economic growth with public safety and efficient municipal regulation.
