Brampton Transit Workforce Faces Cuts as Ridership Drops Following Immigration Policy Changes

Public transit in Brampton is undergoing a significant shift, as Brampton Transit moves to reduce its workforce in response to declining ridership linked to recent federal immigration policy changes.

City officials confirmed the introduction of a voluntary exit program, offering eligible employees a $25,000 lump-sum payment to leave their positions. The initiative is aimed at adjusting staffing levels while avoiding mandatory layoffs.

According to the city, ridership has dropped following immigration policy changes introduced in 2024, which reduced population growth and international student enrolment—two key drivers of transit usage in Brampton. The decline has directly impacted revenue, forcing the city to rethink how services are delivered.

Officials say the approach is designed to be measured and responsible, ensuring that essential services remain reliable while aligning operations with current demand. Participation in the exit program is entirely voluntary, and employees will be supported through the transition process.

The financial strain has been significant. A report presented to council last year revealed that Brampton Transit lost approximately $26 million in fare revenue, a shortfall largely attributed to federal immigration caps.

Earlier this year, the city also increased transit fares by about five per cent to help offset the losses. Mayor Patrick Brown acknowledged the challenge, noting that expected revenue levels based on past trends did not materialize, leaving taxpayers to absorb the impact.

While the union representing transit workers has not publicly commented on the program, the development has sparked conversations across the community about the broader effects of policy changes on local services and employment.

For residents, the changes signal a transition period for one of the city’s most relied-upon services. As Brampton continues to grow and evolve, city leaders say the focus remains on maintaining safe, efficient, and sustainable transit for all who depend on it.
