Two Toronto Residents Charged in Alleged Human Trafficking Case, Police Seek Additional Victims

Toronto police have charged two people in connection with an alleged human trafficking investigation involving a female victim in southern Ontario.

The Toronto Police Service said the victim was trafficked “through a combination of deception, coercion and control.” Investigators allege the accused created and posted online advertisements for sexual services and took sexualized photographs as part of the exploitation.

Following an investigation by the Toronto Police Service Human Trafficking Enforcement Team, Romelle Morgan, 33, and Feza Ngongo, 21, both of Toronto, were arrested on Dec. 30, 2025.

Morgan has been charged with procuring and failing to comply with a probation order. Ngongo faces charges of trafficking in persons and advertising another person’s sexual services.

Both accused were scheduled to appear in the Ontario Court of Justice on Dec. 30.

Police said they are concerned there may be additional victims and are urging anyone affected to come forward.

In a statement, Toronto police defined human trafficking as recruiting, transporting, receiving, holding, concealing or harbouring a person — or exercising control or influence over their movements — for the purpose of exploitation, including sexual exploitation or forced labour. Police noted that victims can be men, women or children, may be Canadian citizens, and can be moved across local, provincial or national borders. Coercion may involve violence or threats against victims or their families.
