Toronto Homebuilder Fined Over $1M for Constructing Homes Without Proper Licensing

Ontario’s construction regulator has fined a Toronto-based homebuilder more than $1 million for illegally building and selling dozens of homes without required approvals.

The Home Construction Regulatory Authority (HCRA) says it laid 124 charges against Albion Building Consultant Inc. in September 2024 after determining the company built 39 homes without a valid licence and failed to enroll them in Ontario’s mandatory home warranty program.

As a result, the company has been ordered to pay $1,018,750 in fines, with the proceeds directed to the municipality where the violations occurred.

The regulator noted that Albion has a history of non-compliance, including multiple past convictions and penalties for similar offences.

HCRA officials say the case underscores the importance of verifying a builder’s licence before signing a purchase agreement, urging prospective buyers to consult the province’s online builder registry to confirm compliance.
