Report Says Canada’s Sport System Is ‘Broken’ and Demands Urgent Overhaul

OTTAWA — A sweeping new report says Canada’s sport system is in crisis, describing it as “broken” and calling for urgent reforms to protect athletes from abuse and maltreatment.

The preliminary report from the Future of Sport in Canada Commission, released Thursday, concludes that Canadian sport has “lost its way,” citing a culture of silence, inadequate funding, outdated governance, and a system that prioritizes high-performance results at the expense of safety and inclusion.

Led by former Ontario chief justice Lise Maisonneuve, the commission held hearings in 12 cities, gathered testimony from more than 825 people, and reviewed over 1,000 submissions. Its 384-page report includes 71 recommendations, which will form the basis of a national summit in Ottawa this September before a final report in 2026.

Athletes described widespread abuse, from physical punishment and sexual assault to humiliation and denial of medical care. Advocates like former gymnast Amelia Cline said the findings validate long-standing concerns: “It’s fundamentally broken, the way we deliver sport in Canada… and the system is not safe.”

Among the key recommendations are the creation of a national safe sport authority or tribunal, standardized background screening, and greater transparency in discipline and sanctions. Critics warn that without consistent oversight, abusers can evade accountability across organizations.

Former Olympian Allison Forsyth, a survivor of sexual abuse, welcomed the report but said real change will require a cultural shift: “What I see the most is really understanding what harm is, and that harm can lead to trauma.”

The report has prompted strong responses from leaders. Former sport minister Carla Qualtrough called for a formal apology to victims, saying, “We failed.” Current sport secretary Adam van Koeverden said the government welcomes the report and will analyze it carefully.

With pressure mounting, Maisonneuve urged swift and “profound” reform: “It’s time for Canada to shine — not only on the podium, but in every arena, gym, and field where children and athletes deserve safety and dignity.”
