Health Minister Kamal Khera Announces Canada Dental Care Plan Expansion to Cover Millions More: Eligible Adults Aged 18-64 Can Apply Starting May 2025

Today, the Honourable Kamal Khera, Canada’s Minister of Health, announced a significant expansion of the Canadian Dental Care Plan (CDCP), opening eligibility to Canadian residents aged 18 to 64. This milestone, revealed in Newmarket, Ontario, alongside the Honourable Ali Ehsassi, Minister of Government Transformation, Public Services and Procurement, marks the final phase of a program designed to provide affordable oral health care to up to 9 million uninsured Canadians.

Since its launch in December 2023, the CDCP has enrolled over 3.4 million members, with more than 1.7 million having already received care. According to Health Canada, patients have saved an average of $870 each on services ranging from cleanings to fillings and dentures. With this expansion, an additional 4.5 million eligible Canadians are expected to gain access, bringing the program to its full scope.

Applications for this new cohort will open in stages throughout May 2025:

  • May 1: Canadians aged 55 to 64
  • May 15: Canadians aged 18 to 34
  • May 29: Canadians aged 35 to 54

Coverage for approved applicants could begin as early as June 1, 2025. To qualify, individuals must meet the following criteria:

  • Lack access to employer-sponsored or private dental insurance
  • Have filed their 2024 tax return (including their spouse’s or common-law partner’s, if applicable)
  • Have an adjusted family net income below $90,000
  • Be a Canadian resident for tax purposes

Eligible Canadians can apply online, by phone, or in person at a Service Canada Centre, consistent with the rollout process for previous groups, including seniors, children under 18, and adults with a valid Disability Tax Credit certificate.

“Expanding the Canadian Dental Care Plan to all eligible Canadians is a big step forward in improving the health and well-being of millions across the country,” said Minister Khera. “Access to affordable dental care is vital for better health outcomes, reducing barriers, and alleviating pressure on our health care system. This next step is only possible because of the continued support of oral health providers nationwide.”

To date, nearly 98% of active dentists, denturists, dental hygienists, and specialists in Canada—including those in educational institutions—are participating in the CDCP, ensuring broad access to care. The program, backed by a $13 billion investment over five years from Budget 2023, has been hailed as a cornerstone of the Liberal government’s health care agenda. However, its timing—announced one day before an expected federal election call on March 23, 2025—has sparked speculation about its political motivations, especially given the Conservatives’ silence on whether they would maintain funding if elected.
