OTTAWA — The World Sikh Organization of Canada (WSO) strongly condemns the recent Canada-India “New Roadmap” joint statement, which fails to acknowledge or address India’s ongoing campaign of transnational repression against Sikhs in Canada. Released on the first anniversary of Canada’s expulsion of several Indian diplomats, the statement was presented as a renewal of diplomatic relations rooted in shared democratic values. However, its silence on serious security and human rights concerns is a deep betrayal of Sikh Canadians.
One year ago, Canadian authorities revealed credible evidence that agents linked to the Indian government had been involved in violent and coercive activities on Canadian soil, targeting Sikh community members, advocates, and activists. This included coordinated surveillance, intimidation, and attempts to undermine Canada’s sovereignty and safety of its citizens.
WSO President Danish Singh stated:
“Issuing a celebratory diplomatic communiqué while ignoring an active campaign of transnational repression is not diplomacy — it is an abdication of Canada’s responsibility to protect its citizens. The Sikh community cannot be brushed aside in the name of bilateral optics.”
WSO’s Key Demands
WSO is calling on the Government of Canada to take decisive action to restore public trust and ensure the protection of all communities:
- Public Guarantee of Diplomatic Non-Interference
Canada must ensure that no foreign diplomats engage in intelligence gathering, surveillance, or any form of interference against residents and citizens on Canadian soil. - Sanctions Beyond Street-Level Actors
While steps have been taken to address criminal organizations involved in these activities, Canada must also hold accountable those officials and entities that directed or financed these operations. - Robust Protection for Sikh Activists
Canada’s security mechanisms, including the “duty-to-warn” system, must be strengthened to provide timely and meaningful support to those under threat. - A Full Public Inquiry
A transparent and independent inquiry is needed to examine the extent of foreign interference, identify systemic vulnerabilities, and ensure accountability at every level.
Why This MattersBy failing to address transnational repression, Canada risks normalizing foreign interference and sending a dangerous message to all minority communities. The Sikh community continues to face threats, surveillance, and intimidation — and deserves clear, public assurances that their government will act to protect them.
Until Canada enshrines firm safeguards and accountability measures into its bilateral engagements, any diplomatic statements will remain incomplete and unjust.
