Ontario’s 2023 Sunshine List Reveals Top Earner at $1.9M, with Over 300,000 Public Sector Employees Earning Over $100K.


The release of Ontario’s annual Sunshine List for 2023 unveils significant compensation figures for public sector employees, with the top earner reaching a salary nearing $2 million. The list, which documents individuals earning over $100,000, encompasses 300,570 names, representing a notable increase from the previous year.

Five executives from Ontario Power Generation dominate the top earners, with CEO Kenneth Hartwick leading the pack with a salary of $1.93 million. The list also includes prominent figures from organizations such as the Hospital for Sick Children, the University Health Network, and Metrolinx, with salaries ranging upwards of $800,000.

Caroline Mulroney, President of the Treasury Board, highlights the substantial growth in sectors like hospitals, municipalities, and post-secondary institutions. The University of Toronto alone accounts for 17 professors earning over $500,000, reflecting the competitive nature of attracting top talent globally.

Premier Doug Ford’s salary stands at $208,974, while other key figures include Ontario Health CEO Matthew Anderson and Deputy Minister of Health Catherine Zahn. The list also features registered nurses, police chiefs, and executives from organizations like the True Patriot Love Foundation and the Canadian Red Cross Society.

The Sunshine List, a fixture for nearly three decades, has faced discussions on adjusting its $100,000 threshold. While some advocate for pegging it to inflation, others argue against it, emphasizing the list’s role in transparency and accountability.

Despite these discussions, the government currently has no plans to modify the threshold, reaffirming its commitment to providing transparency on public sector salaries as mandated by the Public Sector Salary Disclosure Act.
