Canada-wide warrant issued for former University of Manitoba law dean

A Canada-wide arrest warrant has been issued for Jonathan Black-Branch, who served as dean of the Faculty of Law at the University of Manitoba from 2016 to 2020, following serious allegations of financial misconduct.

Key allegations and charge

Winnipeg police confirmed the warrant was issued on March 30 for fraud over $5,000. An internal university investigation found that more than $600,000 in institutional funds had been misappropriated during his tenure.

A significant portion — over $518,000 — was reportedly spent on professional development programs at institutions such as Harvard University and the University of Cambridge, along with expenses related to accommodations, memberships, and meals.

Civil case and financial recovery

The university has already taken civil action. In 2025, it secured a default judgment of approximately $679,000 plus interest and legal costs. Officials say efforts to recover the funds are ongoing, emphasizing accountability and financial oversight.

Disbarment in Canada and the U.K.

Black-Branch has also faced professional consequences:

  • Disbarred by the Law Society of Manitoba (2024)
  • Disbarred again by the Bar Standards Board (England and Wales) in 2026

Both rulings cited serious breaches of integrity and professional misconduct, with tribunals noting his failure to cooperate with disciplinary proceedings.

Where he is now

Court documents suggest Black-Branch left Canada and may be residing in Europe, with last known connections to Oxford, England, and possibly Switzerland. His absence complicates enforcement efforts.

Ongoing investigation

The Winnipeg Police Service says the investigation remains active, but no further details have been released.

Bottom line:
This case combines criminal charges, civil recovery efforts, and international professional discipline — making it one of the more significant academic misconduct cases in Canada in recent years.
