“Brampton Mayor Patrick Brown Dismisses Calls for Probe Amidst Audit Revealing Procurement Irregularities

The city of Brampton faces renewed scrutiny over its procurement practices following the release of an internal audit report highlighting significant lapses in accountability and transparency. The audit, conducted by city staff and dated Feb. 6, uncovered instances where sole-source contracts worth millions of dollars were awarded without essential documentation to justify the purchases.

The audit, mandated to occur every five years, raised concerns about the absence of conflict of interest considerations in awarding sole-source contracts, potentially leaving the city vulnerable to risks.

Mayor Patrick Brown rebuffed questions regarding a potential investigation into the irregularities, labeling it a “political-driven witch hunt.” This response has drawn criticism, with experts and former councillors urging transparency and accountability in handling taxpayer funds.

Former councillor Jeff Bowman, who previously advocated for investigations into procurement practices, expressed dismay over the lack of accountability within the city’s governance. He highlighted past efforts to address irregularities, which were thwarted by council decisions and administrative hurdles.

The audit revealed deficiencies in documentation and adherence to procurement protocols, with contracts proceeding without necessary declarations of potential conflicts of interest. While limited tendering or non-competitive sole-source contracts may not require such declarations under city bylaws, the audit underscored the importance of accountability in all procurement processes.

Councillors Dennis Keenan and Martin Medeiros emphasized the need for tighter rules and transparency in light of Brampton’s history of questionable decision-making, including the aborted BramptonU project, which incurred significant costs without tangible outcomes.

Despite mounting concerns and calls for investigation, Mayor Brown defended his administration’s efforts, citing measures to prevent nepotism and enhance transparency. However, critics argue that greater oversight, such as appointing an auditor general, is essential to ensure accountability and restore public trust.

The lack of resolution surrounding past investigations and the persistence of procurement irregularities underscore the urgency for comprehensive reforms within Brampton’s municipal governance. As the city grapples with rapid growth and complex challenges, experts stress the importance of instituting robust oversight mechanisms to safeguard public funds and uphold transparency in decision-making processes.
