Brampton Faces Legal Risks Over Controversial Anti-Apartheid Pledge: Report

A new city report warns that adopting a controversial anti-apartheid pledge could expose Brampton to significant legal and financial risks.

The pledge, introduced to council by Gurpartap Singh Toor, calls for action related to the conflict in Gaza, including restrictions that could impact municipal procurement and investment practices.

City staff say the proposal may fall outside municipal authority and could conflict with international trade agreements such as CUSMA, which require non-discriminatory procurement policies.

The report also raises concerns about potential implications for the Ontario Municipal Employees Retirement System, warning the pledge could create unrealistic expectations about the city’s influence over investment decisions.

Staff are recommending council reject the pledge, citing the risk of legal challenges and financial exposure. A final decision is expected following council discussions this week.
