Liberal leadership frontrunner Mark Carney has pledged to cap immigration levels until they return to pre-pandemic trendlines, arguing that Canada must first address housing shortages and economic sustainability.

Carney’s campaign released detailed policy proposals ahead of Monday night’s French-language leadership debate in Montreal, outlining his vision for economic growth and housing reform.

Carney faces stiff competition from Deputy Prime Minister Chrystia Freeland, former House leader Karina Gould, and former MP Frank Baylis.

Freeland has proposed a higher GST cut for new homes (up to $1.5 million) and has focused her campaign on her working-class roots in Alberta.

Meanwhile, Gould is emphasizing grassroots engagement, including more frequent policy conventions, while Baylis is highlighting his business experience in the medical technology sector.

“Canadians will be watching to see what Mark Carney is actually proposing,” said Conservative House Leader Andrew Scheer. “One thing will be clear: Carney is not offering real change from the last 10 years of Liberal government.”

With polls showing the Liberals narrowing the gap with the Conservatives, Carney’s performance in the debates could be crucial as the race for the next prime minister heats up.
